National Waterway No. 2



The river Brahmaputra having a length of 891 Km between Bangladesh Border to Sadiya was declared as National Waterway no. 2 (NW-2) on 1st September, 1988. IWAI is carrying out various developmental works on the waterway for improving its navigability as laid down in the IWAI act, 1985 (82 of 1985).

As per IWAI, act 1985, IWAI is responsible to develop the waterway for navigation. Till 2010 IWAI had been maintaining a navigable depth of 2.0 meters between B’Border to Dibrugarh (768 Km) and 1.50 meters in Dibrugarh- Sadiya sector (123 Km). At present the waterway is being used by vessels of Govt of Assam, CIWTC, Border Security Force, tourism vessels, and other private operators. Long cruise tourist vessels are making voyages between Sivsagar near Dibrugarh and Manas wild life sanctuary near Jogighopa continuously. PoL was transported by IWT on trial from Silghat to Budg- Budg and Baghmari in Bangladesh.

Fairway Development

The depth maintained in NW- 2 till March 2010 and that to be maintained by IWAI during 2010-2011 is given below in a tabular form:

The shoals (shallow areas) are being attended by bandalling (a conventional method of erecting bamboos and bamboo mats) to divert the flow to the main channel. Two dredgers (one Cutter suction dredger in Pandu- Neamati stretch and one Hydraulic surface dredger earmarked for Dibrugarh- Sadiya stretch) have also been placed in NW-2. Two more Cutter Suction dredgers are under construction which will be deployed in the remaining two stretches i.e. B, Border-Pandu and Neamati -Dibrugarh.


Navigation Facilities

In order to provide the safe navigation for various cargo vessels, tourist vessels with foreign tourists, local regular service by private operators and mechanized country boats day navigation marks with bamboos and  navigational lights fixed on country boats have been provided from B’Border to Dibrugarh as detailed below:

Terminals 

Terminals at 11 locations are being maintained on NW-2 for handling cargo vessels and passenger ferries as per the details given below:

Dhubri

Floating terminal with a steel pontoon.

For completion of customs and immigration both for incoming and outgoing vessels on Protocol route in addition to handling of cargo vessels and passenger ferries.

An amount of Rs.280.38 lakhs has been deposited with State Govt. on 21-11-09 for acquisition of 1.79 ha (13B-1K-18L) land. Land is yet to be handed over by State Govt.

Member of Parliament, Rajya Sabha have been requested to provide necessary assistance for early handing over of land. Tendering for preparation of DPR for construction of a permanent terminal at this location is in process.

Jogighopa

Floating terminal with a steel crane pontoon.

For transportation of Meghalaya coal through waterway.

The terminal is proposed to be developed as permanent terminal with mechanical handling facilities on PPP mode Sufficient land (25 Acres) is already available with IWAI at Jogighopa hence no land acquisition is proposed at this location. Terminal is provided with boundary wall and a hard stand 2500 Sqm. A Differential Global Positioning System (DGPS) station has been established at this terminal.

Pandu

Fixed/permanent terminal with two godowns and RCC jetty

Pandu is the major location on NW-2 as an entry point to NE States.

A low level jetty is operational for berthing of vessels. 2 shore cranes of 20 ton capacity, one container crane of 75 ton capacity and ones floating crane are placed at terminal for handling of cargo.  A high level jetty and B.G. siding is under construction at this location.

Tejpur

For handling of cargo vessels, local ferry service. ODC cargo is also expected at this terminal in view of upcoming hydro power project.

A crane pontoon is placed at this terminal. An amount of Rs. 6.40 lakhs has been deposited on 08-07-09 with State Govt for acquisition of 1.47 ha (10B-4K-17L) land at this location. Land is yet to be handed over by State Govt. A DGPS station is being developed at this terminal.

Silghat

Floating terminal with a steel pontoon.

For movement of POL of Numaligarh Refinery.

An amount of Rs. 7.52 lakhs has been deposited with State Govt on 31-03-10 for acquisition of 2.0 ha (15B) land at this location and Land has been handed over to IWAI by the District Authority. The terminal is proposed to be developed as Port of Call on the Protocol route.

Neamati

Floating terminal with a crane pontoon

For handling of cargo vessels, local ferry service. ODC cargo is also expected at this terminal in view of upcoming hydro power project.

A crane pontoon is placed at this terminal. An amount of Rs.7.50 lakhs has been deposited with State Govt on 23-06-09 for acquisition of 2 ha (14B-4K-14L) land at this location. Land is yet to be handed over by State Govt.

Dibrugarh

For handling of cargo vessels, local ferry service. ODC cargo is also expected at this terminal in view of upcoming hydro power project.

A steel pontoon is placed at this terminal. An amount of Rs.18.39 lakhs has been deposited with State Govt on 10-03-10 for acquisition of 4ha (30B-4L) land at this location. Land is yet to be handed over by State Govt.
DGPS station is also coming up in the adjacent area.

Sengajan/ Panbari

Floating terminal with a crane pontoon

Considered in view of regular movement of Indian army IWT fleet.

At this location floating terminal is being maintained in view of movement of Indian Army vessels between Arunachal and Assam. A land of 2.0 ha is (15B-0K-2L) is proposed for acquisition after finalizing the location in view of upcoming hydro power projects.

Temporary jetty with bamboos with approach road etc is proposed at this location.

19 m + 1 cm. for each additional 1 k.v. above  110 k.v.

Sufficient vertical clearance above HFL under high voltage transmission cables of 110 k.v is available in NW-2.
